1. Context
The Information Management & Technology (IMT) Project Management Office (PMO) requires additional resource(s) to assist the contracts management team. A Project Support – Contracts consultant will perform support activities to IMT initiatives and will be working closely with the contracts team. The incumbent will also be asked to perform any other tasks as required.

2. Background
IMT has an operational and strategic role, providing relevant, quality, reliable, and cost-effective IT services to enable the Organization to achieve its mandate. Moreover, IMT is a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs, and establishing and managing projects to address these requirements.

3. Work to be performed
Under the Procurement & Contract Management Officer and the Finance & Budget Manager, monitor all the contracts and agreements entered into and maintained by the IMT Department: Assist in the active tracking of agreements (including amendments, expiries and renewals and their implications), and ensure the timely preparation of all the required documentation. Acting as an advisory role, provide service owners guidance in preparing for bids, requests (RFPs, RFQs, RFIs, etc.).
Engage in selection of vendors, perform vendor relationship and contract management, define service levels and SLA compliance, identify the cost model for the services, tracks and prepare the costs incurred, forecast future costs, monitor the agreed services delivered towards invoices and settlements. Whenever applicable, inform stakeholders or customers that will be affected by the new service charges to inform them of the new charge amounts and when they will be effective.

4. Expected Deliverable(s)
Task 1:
Assist evaluating bids, preparing for Contract Review Committee (CRC) approvals, and finalizing the contracts.
Task 2:
Assist in ensuring that all ERP/IMT Managers and service owners comply with procurement guidelines.

Task 3:
Assist on the Development of processes and provide suggestions and recommendations to IMT/ERP Managers and service owners on how best to evaluate SLAs, analyze deviations,
Task 4:
Work closely with the Budget and Finance Manager to align projects finance and funding with the management of suppliers and contracts

5. Essential Knowledge and Skills

6. Education Qualifications
Essential
First-level university degree in Business Administration, Project Management, Law, Contracts, Procurement, or related discipline.
Desirable
Any procurement certifications

7. Experience
Essential
• • At least five (5) years of recent professional experience in contracts & procurement, some of which should be at the global or international level; and
• • demonstrated professional experience working with senior-level management.

Desirable
• • experience with Service Delivery Management;
• • experience with UN or other international or multinational organizations; and
• • experience with professional business services such as consulting and vendor management.
